Immigration White Paper 2025: What the Changes Mean for You
In May 2025, the UK government published its landmark immigration policy document, Restoring Control over the Immigration System. The White Paper proposed sweeping changes across virtually every area of UK immigration. Our Bolton immigration solicitors summarise the key changes and their impact.
Why the White Paper Was Published
Following record net migration figures — peaking at an estimated 906,000 in the year ending June 2023 — the government committed to reducing net migration substantially. The White Paper set out a package of measures intended to reduce both work and family migration, tighten asylum procedures and make settlement harder to achieve.
Key Changes to the Skilled Worker Route
- Skill threshold raised to RQF Level 6 (degree level) — removing thousands of job types that were previously eligible
- General salary threshold increased to £38,700
- Shortage Occupation List replaced by the Immigration Salary List, removing the automatic 20% salary discount for shortage roles
Changes to Settlement (ILR) Rules
The “earned settlement” proposals are among the most significant. The government consulted on extending the qualifying period for ILR to 10 years for some groups, with reductions possible for those who contribute economically or socially. Changes are expected to be implemented from late 2026 or 2027.
Changes to Family Migration
The income threshold for family visas increased to £29,000 in April 2024 as an early implementation of White Paper principles. Further increases to the threshold remain under consideration.
Asylum Changes
The Border Security, Asylum and Immigration Act 2025 introduced tougher enforcement measures, new powers to detain and remove asylum seekers and changes to third-country rules. Grant rates have declined and the backlog reduction programme is ongoing.
