Why Does the UK Require English Language Tests?

English language requirements were introduced to promote integration, ensure workers can contribute effectively to UK businesses, and — for family visa applicants — facilitate communication and participation in community life. The tests demonstrate that applicants can communicate in English to at least a basic level.

CEFR Levels Explained

The Common European Framework of Reference for Languages (CEFR) provides a common scale for language ability from A1 (beginner) to C2 (native-level). UK visa requirements are referenced to CEFR levels.

Requirements by Visa Route

  • Spouse/Partner Visa (initial entry): A1 CEFR
  • Spouse/Partner Visa (extension): A2 CEFR
  • Skilled Worker Visa: B1 CEFR
  • Student Visa: B2 CEFR (for degree-level courses)
  • ILR: B1 CEFR (B2 for some routes under new proposals)
  • Naturalisation: B1 CEFR

Approved Secure English Language Tests (SELTs)

For most visa routes, English must be demonstrated via a Secure English Language Test from an approved provider: IELTS for UKVI, Trinity College London (ISE/GESE), Pearson (PTE Academic UKVI), LanguageCert International ESOL SELT, and others. Only UKVI-approved test sittings are valid — general academic IELTS is not accepted for most visa purposes.

Exemptions

Nationals of majority English-speaking countries are exempt from the language requirement in most cases. Additionally, those who have completed a degree (or other recognised qualification) taught in English may rely on that qualification rather than taking a test, provided it is assessed as equivalent by UK NARIC/ENIC.
